After graduating from Wichita East High School and completing a brief stint with the Navy to study meteorology, Carol married and started a family. Later, divorced and raising five children, she went back to school, earned a degree from Wichita State University, and found her life's calling in city management in the late 1970s. Carol was committed to mentoring others in city management and received a KACM career achievement award for her dedication. Also as a member of the International City/County Management Association (ICMA), she was awarded a Community Partnership Award for the purchase and expansion of Cheney’s Cherry Oaks Municipal Golf Course. She also served on the board of Starkey, an organization that promotes the independence of people with intellectual disabilities. She was an avid reader and had a love of music, theater, root beer floats, scrabble, and politics.

Carol is preceded in death by her two sons, Kenneth and Gregory Bloodworth, and her parents, Henry and Marie Heinicke.
