The Goddard City Council approved its 2008 list of annual appointments at its May 5 meeting.
That list did not include city clerk Karen Bailey. When asked why Bailey was not reappointed, Mayor Marcey Gregory said, “The governing body chose not to reappoint her. That’s all I can say about that.”
Bailey’s last day of work was Friday, May 2. The council appointed Teri Laymon as interim city clerk.
Gregory said the clerk’s office had assumed extra duties during the time the city was without a city administrator. The city now has an administrator for the first time in more than 20 years. Brian Silcott was hired as city administrator in February and began work April 1.
“She took care of a lot of functions that weren’t technically the city clerk’s job,” said Gregory. She said the council plans to re-work the clerk job description to better align its duties now that the city has an administrator.
The city has had both a city clerk and an assistant city clerk. Gregory said that could change. The city could determine that it needs only a city clerk and eliminate the assistant clerk position, or it could fill both positions.
“It depends on how much that job description is altered,” she said. “Once we have it where we want it, we will open it up for interviews.”
The council also has received a letter of resignation from city treasurer Rod Dietz. Gregory said Dietz will stay in the position until someone else has been appointed. That will be preceded by an interview process for candidates.
Council member Larry Zimmerman said at Monday’s meeting that he will miss Bailey and Dietz and that both had done good work for the city.
Here is the list of annual city appointments approved Monday: City attorney - Lee Parker; city prosecutors - Parker and Alison M. Brown; interim city clerk and freedom of information officer - Teri Laymon; assistant city clerk - Laymon; chief of police - Sam Houston; municipal court judge - Gregory Keith; city engineer - Harlan Foraker; public/health officer - Monte Barnickle; zoning and subdivision administrator - Barnickle; city newspaper - The Times-Sentinel; city financial institution - Emprise Bank.
The appointments also included members of the Goddard Library board of directors. They are Dan Funke, president; Jan McCrary, vice president; Janese Rogers, secretary; Tammy Carlyle, treasurer; Neely DeBoard, Ruth Walters and Christine Gable. Kendra Mork is library director. |
