Connie grew up in Conway Springs, where she attended St. Joseph Catholic School. She attended Conway Springs High School and graduated with the class of 1964.

Connie was united in marriage to Ronald James Welliver on Sept. 11, 1965, at St. Joseph Catholic Church, Conway Springs. They made their home in Wichita until June 1972, and together had one daughter, Vanessa Rae.

Connie later married Michael Eugene Foster on April 20, 1979, in Wichita, and together they had one daughter, Sarah Anne. This marriage also blessed her with the addition of a stepdaughter, Tonee Marie. She was widowed on May 29, 2023.

During her early life, Connie worked as a seamstress and bookkeeper for various businesses in Wichita, later working for Bennett and Boothe, assisting with Pizza Hut franchises in Arkansas. Upon her return to Wichita, she worked as a bank teller for Fourth National Bank and later as a route operator for Chilton Vending Company. When she stopped working for medical reasons, Connie enjoyed spending time with her family and friends, working in the garden, and watching NASCAR races and Wichita State basketball. She even learned to make pottery using a wheelchair accessible throwing wheel. Throughout her illness, Connie remained determined to maintain her independence and kept her faith close, despite her many physical challenges.
