CHENEY – The last meeting of the year was a straight-forward one, as the Cheney City Council met on Dec. 10.

Garden Plain Owls head football coach Todd Rice has been named to the West coaching staff for the 2026 Kansas Shrine Bowl. Rice will be the Class 2A representative.
